After the formation of new government, two ministries that are bringing tail: the Defense and Equality. The reasons seem different, but in the background are the same.
I will not get to make any comments about individuals intestinal episodes of the likes of Berlusconi, the Italian bishops, "Copes" and the like. Neither I, nor I, nor do I want, or deserve it. It was settled, then the matter.
Now, if I want to comment on Ministry of Gender, and not its owner, whom I know and as a person and as a policy, although I imagine it will be very relevant, since his appointment.
In general, I'm listening unfavorable opinions of people, motivated by a very large ignorance of the problem, but still remains in me the feeling that perhaps the functions could be developed from the vice presidency. Now, I admit my ignorance regarding their functions and, therefore, I will take as its starting point the fact that the vice president could not take care of a problem of such large dimensions.
So I will try to answer from here to all the skeptics.
Is there a real need for the creation of a Ministry of Equality, or answers, rather, propaganda measures?
not know what the intention of President Zapatero and his advisers. Time will tell and as always put everyone in place, even though this is nonsense comfort in that cluster of missed opportunities.
My personal opinion and authoritative, if I excess, as it took many years researching gender-based violence is that this ministry if necessary. Very necessary ethical, political, philosophical and socially.
But to see this need must be recognized earlier that gender violence is a real problem exists in a society that additional (domain / submission), in which women are and are depending on the masculine: as individuals, wives and mothers.
And precisely this recognition is the first major obstacle that must defeat the new Ministry. Not easy, indeed, as has the data against: only 2.6% of the population over 18 years, acknowledges that domestic violence is a serious problem in Spain, and only 0.32% thought Women have problems in society today. But these data do not appear in the preamble of any project or analysis of the situation of women in English society (have been taken by me from population surveys conducted by the CIS from 2001 to 2007), are so "high" because they include the views of women, that if we see those relating exclusively to men: the other part of the problem, we are always forget, the situation is to drive us to mourn: for at least some, because the vast majority do not care.
Given this starting point, and as will be look very closely, is very important that the minister has very clear when, how, where and why. Since in this very serious problem, which aims ultimately to the deeper structures of the status of women, are involved values economic, religious, moral, legal and political. For this reason, the new Ministry must serve as a binder, guidance and context for other ministries and institutions: Economy, Labour and Social Affairs, Education, Justice, Unions, Employers, media ..., to which should be directed to regarding women's issues, and claim to be joint action in the short, medium and long term.
To carry out this enormous task, the objectives of the Ministry of Equality must be clear and concise and should range from the most immediate intervention to protect victims and rehabilitate victims and aggressors (If possible) to the development of social values \u200b\u200bwhich uphold the autonomy of women's status in relation to the male. And all this with the ultimate goal (however unrealistic that is), to build a society in which relations between women and men are of reciprocity.
The steps (a suggestion is the result of 6 years of anthropological research):
- Remove the extra requirement of marriage and emphasize the household as a system of social relations.
- express the intrinsic relationship between the complementary models of family and the situation of women in society.
- Show that the violence is un fenómeno cultural y universal que conlleva maltrato psicológico, económico y sexual, y que el feminicidio es su manifestación externa.
- Incorporar la condición femenina como contenido específico en los currículos de la Enseñanza Secundaria.
- Generar estrategias que incidan sobre los hombres como parte del problema y de la solución.
- Desarrollar campañas permanentes e inteligentes para elevar la conciencia de los individuos.
- Proporcionar unas bases a los especialistas, para la asistencia social integrada de víctimas y agresores.
- Dotar a víctimas y agresores de los contenidos necesarios para realizar terapias integrales y efectivas de recuperación.
